Rick Kozell is an ex-entrepreneur who built and sold his first business before returning to law school at Georgetown Law. Rick Kozell

Rick Kozell is a graduate of Wake Forest University where he played varsity soccer and majored in Business Administration. After graduation, Rick returned home to start his first business in the marine services industry. As an entrepreneur, Rick experienced Florida’s complex regulatory, tax, and legal environments which he now navigates on behalf of his clients.

In 2006 Rick sold his company and returned to law school, graduating from Georgetown Law Center. While there, he clerked in the United States Senate, working for the Senate Committee for the Judiciary, Senator George LeMieux, and Senator Tom Coburn.

After graduating law school, Rick went to work at two of South Florida’s large commercial law firms, where he sharpened his skills practicing in the area of complex litigation. His early experience gave him a strong background across subject matters, including real estate, creditors’ rights, contracts, secured transactions, business disputes, and Constitutional claims.

In 2014, Rick was appointed to serve as counsel to Commissioner Heather L. MacDougall of the Occupational Safety and Health Review Commission in Washington, DC. In that role, he counseled the Commissioner in cases involving Constitutional and administrative issues facing large and small businesses.

In 2016, Rick ran for the United States Congress, seeking to represent Florida’s 18th Congressional District here on the Treasure Coast. While unsuccessful in that campaign, Rick was fortunate to earn many major endorsements from respected business leaders, members of Congress, United States Senators, and business groups. Rick has remained politically active since that time, in the belief that participation in our government is vital to our children’s future.

Following his congressional race, Rick founded the Law Office of Rick Kozell where he brings his diverse background to bear representing clients. The Law Office of Rick Kozell was founded on the belief that the practice of law must be more business oriented and more client-centric. Rick is laser focused on that mission in every matter he handles.

The bulk of Rick’s practice focuses on all aspects of transactional real estate: residential and commercial closings, title, financing, buyer and seller representation, contracts and negotiations, 1031 transactions, property tax appeals, SBA loans, refinance, and lender representation. Rick is an authorized title agent for Fidelity National Title Insurance Company and Attorneys Title Insurance Fund. Rick also handles, on a selective basis, complex commercial, real estate, and Constitutional litigation matters.

Rick has been involved in countless charitable, community, political, and business organizations locally, including the Martin County Chamber of Commerce, the Marine Industries Association of Palm Beach County, the Jupiter Tequesta Athletic Association, the Palm Beach Republican Club, the Republican Club of the Palm Beaches, Place of Hope, Martin County Realtors Association, and the Jupiter Tequesta Hobe Sound Association of Realtors. He also served as counsel to Senator Rick Scott in Martin County during the 2018 recount.

Rick is a member of the Real Property Probate and Trusts Litigation Section of the Florida Bar; and he is admitted to practice in all Florida Courts, the District Court for the Southern District of Florida, and the District Court for the Middle District of Florida.

Cindy Devereaux is a paralegal, closer, and the office manager for the Law Office of Rick Kozell. She has been with the office since 2018. She participates in all aspects of Rick’s transactional real estate practice and interfaces with clients through their engagement. She also supports Rick’s non-transactional practice, from the filing and service of pleadings and legal documents to the administration of the office.

A native Pennsylvanian, Cindy and her husband of 27 years relocated to Florida in 2016, leaving behind friends and family and embarking on a new adventure.  She is an animal lover with two grown sons who enjoys the ocean, cruising, reading, and quiet time at home.

Brittney Muleucis has been with the Law Office of Rick Kozell since 2019, where she serves in the role of title processor and closer. Brittney assists Rick with both cash and finance transactions, working directly with parties and lenders to ensure the smoothest transaction possible and helping to clear title objections and defects for closings. Brittney participates in the entire pre-closing process as well as the closing itself. She prides herself on being an industrious and loyal team member who puts clients and relationships first.

Brittney is a New Jersey native who ventured to Florida nearly fifteen years ago.  She has a psychology degree from Montclair State University.  She is an avid dog lover who enjoys long walks and hikes with her husky at all the beautiful parks and farmers’ markets the Stuart area has to offer.  She is a cuisine connoisseur, always creating new dishes in her own kitchen.

Amy joined the Law Office of Rick Kozell in 2021 after a long and successful career in social services work. New to the title industry at that time, Amy has progressed rapidly in the title industry, learning critical closing processes and growing into the role of closer.

Amy participates in all facets of Rick’s real estate practice, including residential and commercial closings, cash and finance transactions, and buyer and seller representation files. Amy is especially adept at navigating contentious transactions (or parties) with great tact, helping to manage even the most challenging deals to smooth and seamless conclusion.

Amy is blessed to be the mother of five and the grandmother of two. Most weekends you can find her at the beach.

Carolina joined the Law Office of Rick Kozell Team in August 2023, working the role of receptionist and title processor. She handles file intake and client communication on all real estate closings to ensure all transactions are opened efficiently and set on track for smooth and timely closing. She also prepares escrow deposit letters, obtains lender payoffs, and orders title commitments, lien searches, estoppels, and surveys necessary for closing. Known as much for her calming telephone voice as for her welcoming smile, Carolina functions as the face of the firm both on the phones and at the reception desk.

Before moving to the Treasure Coast, Carolina and her family lived in 7 states and 13 different cities before ultimately finding their permanent home in Stuart. Carolina is a proud mom of two wonderful children. She enjoys reading, playing and watching soccer, and serving at her church. Her passion for community, family, and faith shines through in all that she does.
